UOW Australia Wins the 2013 Solar Decathlon China!

The sun is shining brightly on the team from UOW Australia, the proud winner of the Solar Decathlon China! Their entry, the Illawarra Flame House, is the first retrofitted structure to be entered into the competition. Now, the post-war "Fibro" house takes home top honors for its net-zero, water-conserving design. Built using Living Building Challenge standards, the dwelling features a 9.4 kW photovoltaic array, greywater treatment and rainwater capture systems, garden, skylights, and ample ventilation. All materials are low in VOC content and come primarily from recycled sources.

For the first time in the competition?s history, a retrofitted structure takes top honors at the Solar Decathlon. The modern, stylish interior is surrounded by double glazed windows, advanced insulation, recycled glass, low-carbon cement, and crushed terracotta roof tiles taken from the original house. Instead of three bedrooms, one room is designed as an open living and dining area that allows natural light to enter the space.

The Illawarra Flame House is joined by South China University of Technology (SCUT) in second place and Sweden from the Chalmers University of Technologyin taking third. SCUT also won third in the Architecture contest and received the highest score in four of the performance based competitions (Hot Water, Appliances, Home Entertainment and Energy Balance).

Congratulations to the team from UOW and their win!

Dell PowerEdge Servers Meet EPA Energy Star Guidelines

DELL POWEREDGE R610 AND R710 SERVERS MEET EPA ENERGY STAR SPECIFICATIONS

Dell today affirmed its support of the U.S. Environmental Protection Agency (EPA) ENERGY STAR specifications for servers. As a leading provider of energy-efficient blades and servers, Dell released details of its first PowerEdge servers that meet the new Energy Star specifications.

    The News:

    • The U.S. EPA recently released the final version of its Energy Star specification for servers 1.0.
    • Dell worked with the EPA to develop the new energy-efficiency specification for servers, particularly as power consumption has become a central issue in the data center.
    • Dell is the first major vendor to certify entire platforms and provide the flexibility to customers to configure these servers to meet their exact performance per watt requirements.
    • Dell PowerEdge R610 and R710 server platforms qualify for the new Energy Star specification; to learn more about their capabilities, go to www.dell.com/energy/poweredge.
    • To earn the Energy Star label, these Dell PowerEdge servers help prevent greenhouse gas emissions by meeting the energy efficiency guidelines set by the EPA.

Dell PowerEdge 11th Generation Servers with Energy Smart Technologies:

    • Dell builds it PowerEdge servers with a comprehensive, system-wide approach to balancing performance with energy efficiency by focusing on design, measurement, control and reporting for energy-efficient infrastructures that can help reduce total cost of ownership.
    • The Dell Energy Smart architecture offered in 11th generation Dell PowerEdge servers supports real-time monitoring and control and uses extensive platform characterization and advanced features such as Dell?s Active Power Controller to help optimize platform-level tradeoffs between performance and power consumption.
    • In 2007, Dell introduced Energy Smart options as a complementary program to Energy Star to help customers maximize performance per watt for their particular workload and meet operating expense goals.

Dell PowerEdge servers with Energy Smart technology include:

    • Dell Energy Smart Power Supplies are engineered to achieve exceptional efficiency by taking unneeded overhead out of the server power envelope with options for right-sized or dynamically provisioned power supplies.
    • Dell Energy Smart System Design to help lower the overall system power draw with high-efficiency voltage regulators, greater venting and airflow, ?low-flow? fan technology, advanced resource management and an extensive collection of thermal sensors.
    • Dell Active Power Controller (DAPC) can help save money by lowering the system-level power draw at times of low utilization.
    • Dell Energy Smart Management includes power capping, advanced power policies, power scheduling, and device disablement.
    • High-Efficiency Processors and Memory target exceptional performance per watt for standards-based servers.

    Dell and Energy Star:

    • Dell has actively participated in the Energy Star program since 1993 and offers a variety of desktop, workstation, laptop, display, TV and printer configurations that meet applicable EPA requirements for Energy Star qualification.
    • Many of the desktop, workstation and portable products designed by Dell today consume less than five watts in a low-power mode and exceed the current levels set by the EPA for energy efficiency.
    • Dell has chosen to default the power management settings to meet the EPA requirements for Energy Star compliance for OptiPlex? platforms that were offered to the public starting in May 2003. For many computer systems, Dell has also taken the extra step to reduce the amount of time required by the EPA for Energy Star compliance of 30 minutes of inactivity for the computer to enter the low-power mode to 15 minutes of computer inactivity to save even more energy. This decision allows our customers the ability to not only save money but reduce their contribution to air pollution and global warming with the Energy Star program.

    Quotes:
?Dell is committed to helping companies increase data center performance while reducing operational expenses by supporting the Energy Star for Servers effort. We support the EPA in ushering in a new era of awareness and innovative thinking around solving the industry?s energy challenge.??- Sally Stevens, vice president of Platform Marketing, Dell

Dogs help sniff out ovarian cancer in new study

PHILADELPHIA (AP) - Researchers trying to develop a diagnostic tool for ovarian cancer are hoping dogs' keen sense of smell will lead them down the right path.

An early detection device that combines old-fashioned olfactory skills, chemical analysis and modern technology could lead to better survival rates for the disease, which is particularly deadly because it's often not caught until an advanced stage.

Using blood and tissue samples donated by patients, the University of Pennsylvania's Working Dog Center has started training three canines to sniff out the signature compound that indicates the presence of ovarian cancer.

If the animals can isolate the chemical marker, scientists at the nearby Monell Chemical Senses Center will work to create an electronic sensor to identify the same odorant.

"Because if the dogs can do it, then the question is, Can our analytical instrumentation do it? We think we can," Monell organic chemist George Preti said.

More than 20,000 Americans are diagnosed with ovarian cancer each year. When it's caught early, women have a five-year survival rate of 90 percent. But because of its generic symptoms - weight gain, bloating or constipation - the disease is more often caught late.

About 70 percent of cases are identified after the cancer has spread, said Dr. Janos Tanyi, a Penn oncologist whose patients are participating in the study. For those women, the five-year survival rate is less than 40 percent, he said.

The Philadelphia researchers will build on previous work showing that early stage ovarian cancer alters odorous compounds in the body. Another study in Britain in 2004 demonstrated that dogs could identify bladder cancer patients by smelling their urine.

Dr. Leonard Lichtenfeld, deputy chief medical officer for the American Cancer Society, said while the canine concept has shown promise for several years, there haven't been any major breakthroughs yet.

"We're still looking to see whether something could be developed and be useful in routine patient care, and we're not there yet," said Lichtenfeld, who is not involved in the study.

Cindy Otto, director of the Working Dog Center, hopes to change that with the help of McBaine, a springer spaniel; Ohlin, a Labrador retriever; and Tsunami, a German shepherd.

"If we can figure out what those chemicals are, what that fingerprint of ovarian cancer is that's in the blood - or maybe even eventually in the urine or something like that - then we can have that automated test that will be less expensive and very efficient at screening those samples," Otto said.

Ovarian cancer patient Marta Drexler, 57, is heartened by the effort. Drexler describes herself as a textbook case of the disease not being detected early enough because she had no symptoms.

After two surgeries and two rounds of chemotherapy, Drexler said she didn't hesitate when Dr. Tanyi, her physician, asked her to donate tissue to the study. Last week, she visited the Working Dog Center to meet the animals whose work might one day lead to fewer battles like hers.

"To have the opportunity to help with this dreadful disease, to do something about it, even if it's just a tiny little bit of something, it's a big thing," said Drexler, of nearby Lansdowne.

The ovarian cancer detection study is being funded by an $80,000 grant from the Madison, N.J.-based Kaleidoscope of Hope Foundation.

    Austerity with Chinese Characteristics

A Chinese one yuan coin in front of a 100 yuan banknote (Courtesy Reuters)

This year, to the consternation of the world?s luxury-goods producers, ?austerity? became one of Beijing?s most prominent political buzzwords. Since becoming head of the Chinese Communist Party last November, Xi Jinping has announced a steady stream of belt-tightening measures: government officials have been barred from hosting lavish banquets and wearing designer watches, and the construction of government buildings has been banned for five years. It?s only natural that Western commentators have been quick to interpret China?s austerity drive in terms of their own long-running debate about macroeconomics: from Athens to Dublin to Washington, D.C., politicians and economists are arguing the economic merits and drawbacks of budget-cutting and deficit spending.?

But it would be a big mistake to interpret Xi?s ban on shark-fin soup as an extension of what Paul Krugman describes as the West?s ?turn to austerity? since 2010. Whereas Western austerity has been an economic policy tool, in China its essence is primarily political. China has a long history of turning to frugality not to stimulate business confidence but, rather, to combat the disease of corruption. It?s safe to say that Xi has been thinking less of Milton Friedman or John Maynard Keynes than of China?s own political reform tradition, stretching from Confucius to the Communists.

In the formative period of Chinese politics, some 2,500 years ago, Confucius crafted a philosophy of government and social ethics that left a profound imprint on East Asian civilization. He admonished rulers to keep both taxation and spending to a minimum. The enlightened ruler, Confucius and his followers said, should embody a certain kind of moral austerity in his personal behavior and fiscal austerity in matters of state. The people -- most of them farmers -- would then follow the emperor ?like grass bends in the wind.? In other words, demonstrating one?s political virtue through austerity, frugality, and simplicity would ensure popular legitimacy and dynastic stability.

The Confucian approach to ensuring virtuous government through frugality has been a consistent thread in Chinese politics well into the modern era. One early-eighteenth-century emperor, for example, declared a permanent freeze on tax rates as a show of Confucian thriftiness. (Although this policy eventually backfired: the tax ceiling hampered the government?s ability to generate revenues for the remainder of its 200 years in power.) Campaigns against corruption -- including arrests of senior ministers -- were a regular feature of late imperial times. Even the major political upheavals of the twentieth century turned on questions of corruption and frugality. The Nationalist Party of Chiang Kai-shek, who took over as head of state of the Republic of China after Sun Yat-sen?s death in 1925, quickly earned a reputation for corruption. Chiang responded by promoting neo-Confucian values as part of what he called his New Life movement, which made ?simplicity and frugality? one of its core virtues. But he ultimately fell to Mao Zedong, who promoted an even more radical notion of the austere state. Mao demanded that Communist Party cadres reject the slightest hint of bourgeois comfort, including by wearing a uniform of a nondescript Mao suit. Although Mao ended up living more like a Roman emperor than a Spartan soldier, he was effective at creating the perception that the Communists were incorruptible, in stark contrast to the Nationalist Party?s reputation for graft. As Confucius would have predicted, this helped the Communists win the ?hearts and minds? of the people.

The old Confucian paragon of the ?clean official? still resonates powerfully in today?s half-capitalist, half-Communist, pseudo-Confucian China. The current austerity program is best understood as Xi?s attempt to put his own stamp on that traditional notion of good governance. In particular, there are clear traces of Mao in Xi?s program. Xi even recently praised Mao?s list of ?six nos? that barred officials from squandering the people?s wealth, and he promised to renew Mao?s old fight against ?formalism, bureaucratism, and hedonism and extravagance.?
