US diplomat sees "hope in diplomacy" with NKorea (AP)

SEOUL, South Korea ? The top U.S. diplomat for East Asia is reassuring South Korea that any diplomatic dealings with North Korea will be backed up by an unwavering U.S.-South Korea military presence.

Assistant Secretary of State Kurt Campbell said in a speech Tuesday at a dinner hosted by The Korea Society in Seoul that "there is hope in diplomacy" but that hope rests on "the reality of a very strong deterrence from the military."

He says North Korea must improve relations with rival South Korea before it can have better relations with the world.

Many are closely watching U.S.-North Korea ties for clues about the direction North Korea will take as new leader Kim Jong Un works to consolidate power after his father's Dec. 17 death.

Santorum: Daughter with pneumonia recovering (AP)

BOCA RATON, Fla. ? Republican presidential candidate Rick Santorum said Sunday his daughter Bella remains in the hospital with pneumonia but is recovering after a rough 36 hours.

Santorum spoke with Florida supporters by telephone from 3-year-old Bella's hospital room and said doctors hope she can go home in the next few days.

The former Pennsylvania senator also said, "We're going to get out on the campaign trail later tomorrow ... heading out to the Midwest, and start campaigning in the next states as we move this campaign forward."

Santorum aides did not immediately provide details, but his advisers are looking at upcoming contests in Missouri and Minnesota, as well as Arizona and Colorado.

"I feel very, very good about where we are and where the campaign is going," the candidate said.

But during the call with Florida voters, Santorum opened his remarks with his daughter, who has a genetic condition known as Trisomy 18. The condition typically proves fatal and Santorum often says his daughter wasn't expected to live past 12 months.

"She without a doubt has turned the corner," he said.

Santorum called his daughter's recovery a "miraculous turnaround" after an unexpected detour from the campaign just days before Tuesday's Florida primary.

Santorum got to his home in Virginia around midnight Friday for a quick break to do his taxes, but found his daughter "was not doing well."

"I was up with her a lot of the night," he said. "By the end of the day, it was really, really clear she was struggling."

Saturday evening, Santorum aides announced Bella had been admitted to the hospital and they canceled his morning interview with NBC's "Meet the Press" and church services in Miami. His aides later canceled his trip to Florida and instead sent his 20-year-old daughter to campaign for him.

Santorum described the situation as a "very, very tough night last night" but said by late Sunday Bella was "alert and back to her own beautiful, happy girl."

"It's been a very hectic 36 hours," Santorum said. "Life in the Santorum family has dramatically improved since the late afternoon."

Abbott breezes to big lead at skating nationals (AP)

SAN JOSE, Calif. ? Jeremy Abbott was still savoring his monster score when one fan yelled out, "You're awesome!"

That he certainly was.

Abbott's easy, breezy performance to a swing medley scored a whopping 90.23 points at the U.S. Figure Skating Championships on Friday night, a personal best and a mark that puts him in world champion Patrick Chan's territory. The two-time national champion leads training partner Adam Rippon by a commanding 7.29 points going into Sunday's free skate.

"It was a lot of fun," Abbott said. "I did the skate I wanted to do and I'm in the place I wanted to be."

Abbott is one of the most technically sound skaters in the world, with beautiful edges that carve the ice like a master craftsman and perfect body control. He's also one of the few skaters who has managed to maintain the balance between the performance quality that makes figure skating so entertaining and the tough physical tricks the system now demands.

But he's had a tendency to fall apart on the big stage, flopping at the 2009 world championships and again at the Vancouver Olympics. When it happened again last year when a third U.S. title was his for the taking, Abbott decided he'd had enough.

He no longer cares what anyone thinks about him, much less any nasty things that are said. He's skating for himself and his own enjoyment, concerned only with achieving the goals he's set.

The attitude adjustment is clearly working.

Abbott took the ice with a rakish grin, popping his suspenders as he skated to center ice and fixing the audience with a wink. He opened with a huge triple flip-triple toe loop combination that was silky smooth, and followed with a triple axel that coaches might want to use as an example for their students. He seemed to be dancing he was so light on his feet, and even those sitting way up in the rafters could see his newfound confidence.

"I said, `Let's put on a show, let's have some fun," Abbott said.

The audience was on its feet before he finished, and Abbott couldn't have stopped grinning if he tried. When he heard his marks, he shook his head and said, "Unbelievable."

"They're not Patrick Chan points at Canadians, but they're Patrick Chan points in an international competition," Abbott said, referring to the generous marks Chan got at the Canadian championships earlier this month.

The performance is a good omen for Abbott, who won the short program both times he won the U.S. title. But while his spot in the standings is the same, this feels nothing like those other times.

"I feel much more mature and much more prepared for this championship than I did for the other two that I won," he said. "This time, my focus is just on skating the best I can skate. It hasn't been about winning. It's not to do anything but skate two programs I love to skate and secure a spot on the (world) team and continue my season so I can achieve the goals I've set."

Abbott's performance would have been tough for anyone to top, and no one came close. In fact, most of the supposed contenders looked more like pretenders, with splats and spills galore. Richard Dornbush, last year's silver medalist, was a mess, botching every one of his jumps. Brandon Mroz, the runner-up in 2009, fell on a quad toe and also brushed the ice with his free leg on his triple lutz-double toe combination.

Rippon and Armin Mahbanoozadeh, who was third, were the few bright spots.

Big things have been expected of Rippon since his spectacular junior career. He swept the major titles in 2008 ? U.S., world and Grand Prix final ? and followed it with another junior world title in 2009. But Rippon hasn't been able to duplicate that success as a senior, with fifth place his best finish at nationals.

"The expectations were hard to deal with at first," he said. "I felt like I was supposed to have the same success right away as a senior."

The struggles sent him bouncing from coach to coach in both Canada and the United States before he finally landed with Yuka Sato and Jason Dungjen in Detroit last June. But it took a bit of a meltdown during the Grand Prix season before Rippon turned a corner.

"I didn't know who I was as a skater anymore," he said. "I put myself in their hands and just trusted them, and it's paid off."

For the first time in several seasons, Rippon looked like the budding star he was always supposed to be. His performance to Russian folk music was both refined and in perfect character. He opened with a huge triple flip-triple toe loop combination, and his triple axel was even more impressive. The jump has been his downfall ? often literally ? in the past, but he landed it with such solid edge quality and smoothness that kids learning how to skate should YouTube it.

He had the crowd oohing and aahing over his Rippon triple lutz, done with both hands above his head, and his Russian split jump brought down the house. Fans were on their feet before his music ended, and Rippon shook his fists. When he saw his score, a new personal best, Rippon threw his head back and threw a couple little roundhouse punches.

"I had felt a little defeated before the short program in years past and I said I wasn't going to do that today," he said. "I have to go out there and fight for my career. Not just against other skaters, but for myself. I need to do this to give myself confidence again and I'm just really proud of myself."

Mahbanoozadeh had the misfortune of skating right after Abbott, but it didn't faze him a bit. He skated cleanly, and is just two points behind Rippon.

Possible new treatment for Rett Syndrome

ScienceDaily (Jan. 27, 2012) ? Researchers at Oregon Health & Science University have discovered that a molecule critical to the development and plasticity of nerve cells - brain-derived neurotrophic factor (BDNF) - is severely lacking in brainstem neurons in mutations leading to Rett syndrome, a neurological developmental disorder. The finding has implications for the treatment of neurological disorders, including Rett syndrome that affects one in 10,000 baby girls.

The new discovery is published online in Neuroscience and is expected in the print issue of Neuroscience in March.

Using a mouse model of Rett syndrome, the OHSU team found that mutant neurons in the brainstem fail miserably at making BDNF. When normal neurons are faced with a respiratory challenge, such as low oxygen, they dramatically increase the production of BDNF, whereas mutant neurons do not.

According to the National Institutes of Health, Rett syndrome is estimated to affect one in every 10,000 to 15,000 live births and almost exclusively girls because it is caused by an X-linked gene mutation. In addition to severe problems with motor function, other symptoms of Rett syndrome may include breathing difficulties while awake.

"The new finding, coupled with our previously published data that show BDNF is involved in normal maturation of neuronal pathways controlling cardiorespiratory function, could play a significant role in the development of a treatment for Rett syndrome," said Agnieszka Balkowiec, M.D., Ph.D., principal investigator and associate professor of integrative biosciences in the OHSU School of Dentistry; and adjunct assistant professor of physiology and pharmacology in the OHSU School of Medicine. To conduct this research, Balkowiec partnered with John M. Bissonnette, M.D., professor of obstetrics and gynecology, and cell and developmental biology in the OHSU School of Medicine.

Additional study authors include: Anke Vermehren-Schmaedick, Ph.D., OHSU Department of Biomedical Engineering; Victoria K. Jenkins, B.A., who is currently pursuing her doctorate at Boston University; and Sharon J. Knopp, a research assistant in Bissonnette's lab.

The study was supported by grants from the National Heart, Lung, and Blood Institute of the National Institutes of Health; March of Dimes; and International Rett Syndrome Foundation.

Camera-nabbing leopards caught on video

Snow leopards are one of the most elusive cats on Earth. Not only is the species endangered, but it is notoriously shy, and much about where snow leopards live in the wild remains mysterious.

So researchers got a big surprise when a set of 11 camera traps installed in a lonely corner of Tajikistan revealed at least five snow leopards were living in the region, including a mother with two young cubs.

The motion-sensing camera traps were set high in the remote Pamir Mountains.

Over the three-month study period, the cameras snapped pictures of a parade of creatures ? mountain ibex, Marco Polo sheep (the largest in the world), a rare mountain weasel, a variety of birds and the family of snow leopards. [See photos of the snow leopards and other animals here.]

"This is the first detailed biodiversity survey of the area, and it's very exciting to see so much diversity," lead scientist David Mallon said in a statement. "But the highlight was confirming the presence of what seems to be a healthy population of breeding snow leopards."

Yet when scientists returned to retrieve their camera traps, they found only 10. One had gone missing.

A close look through the piles of pictures revealed the culprits: the two snow leopard cubs.

A companion camera trap to the stolen rig caught the two young leopards red-pawed.

The IUCN, an independent international body that assesses the status of species around the globe, has listed snow leopards as endangered since at least 1986. The big cats, known for their cloudy gray fur and dark spots, are native to Central Asia's high mountains, and their numbers have been decreasing.

Hard numbers are difficult to establish, but it is estimated that between 4,000 and 6,500 snow leopards are left in the wild. ?

Despite the fact that researchers found only five cats, they were encouraged by the results of the survey, which was conducted by British-based Fauna & Flora International with the help of U.S.-based big-cat conservation organization, Panthera.

Snow leopards require large swaths of land, and researchers said the region offers a good place to concentrate conservation efforts.

"These survey results demonstrate that there is hope still for the endangered snow leopard," Panthera's Tom McCarthy said in a statement.

The fate of the stolen camera is unknown.

Kenny Chesney leads Academy of Country Music nominees (Reuters)

NASHVILLE, Tenn (Reuters) ? Kenny Chesney grabbed the lead with nine award nominations on Thursday from the Academy of Country Music, which hands out its prizes on April 1 in Las Vegas.

Jason Aldean was the runner-up with six nods and trio Lady Antebellum had five.

Chesney will have plenty of competition for the fan-voted Entertainer of the Year trophy from nominees Aldean, Brad Paisley, Blake Shelton and last year's winner Taylor Swift.

Fans can vote for entertainer of the year and new artist of the year beginning on March 19. Voting for the top prize continues through the third hour of the live broadcast of the 47th edition of the awards show.

One of the veteran performers on the list of nominees, Chesney also received his 10th nomination for top male vocalist.

Aldean, whose career has taken off in the past few years, received his second nominations for entertainer of the year and top male vocalist.

The trio of Hillary Scott, Charles Kelley and Dave Haywood, collectively known as Lady Antebellum, is up for vocal group of the year, an award they have won for two consecutive years.

Brad Paisley was nominated again for top male vocalist, which he has won every year since 2006.

Toby Keith's runaway hit "Red Solo Cup" brought him three nominations, including video and single of the year. He took home the top video award in 2003 for "Beer For My Horses," which featured Willie Nelson.

Swift received her third nomination for the top prize of entertainer of the year and for the fifth time for top female vocalist. She received her third nod for best video.

Newcomer Grace Potter will be up for three awards, based on her performance with Chesney on their hit, "You and Tequila."

A relatively new group, the Eli Young Band, was nominated in three categories including vocal group of the year and top single and song for "Crazy Girl."

YOUNGER GENERATION

Most of this year's nominees are from the crop of country performers who have come along in the past 10 to 15 years. Swift, 22, is the youngest nominee.

The band Alabama, nominated with Paisley for vocal event of the year, has not toured together since 2004.

Other veteran nominees include Vince Gill, who began his solo career in 1983; and Martina McBride, who worked behind the scenes for Garth Brooks until she signed her first label deal in 1991.

Reba McEntire, one of the most successful country singers of the 1980s and 1990s, acted as master of ceremonies for the announcement, with the nominations revealed for the first time via a digital format on the Academy of Country Music's Facebook page.

That gave fans a chance to lodge comments, including one bleat that Gill should not have been left off the list of nominees for top guitarist.

Fan voting will determine the finalists for new artist of the year, to be announced at the end of the month. Voting for the winner of that award will begin on March 19 and close before the show begins on April 1.

McEntire and Blake Shelton will co-host the live CBS broadcast for the second consecutive year from the MGM Grand Garden Arena in Last Vegas.

Insurance against sunsets: Munich Re steps in if your solar panel ...

With solar panel manufacturers dropping like Arkansas blackbirds, Germany?s Munich Re is coming to the rescue.?It is now selling insurance that protects solar park operators in the event that their panel provider goes bankrupt.

In partnership with Deustsche Bank, Munich Re will?indemnify the operator after the manufacturer tanks, should panels deteriorate below guaranteed performance. It will also ?provide the financing to compensate for the reduced output,? according to a press release announcing the product.

The insurance in effect picks up where the manufacturer?s warranty leaves off after bankruptcy voids it. The optional coverage applies to utility scale solar projects, or anything over 20 megawatts. It is not available for the average home installation.

Without such insurance, banks may refuse to lend the capital necessary to build solar farms, Munich Re notes in the release.?Solar panel output is key to investors calculating rates of return on large scale projects.

?Our aim in developing and marketing the optional coverage was to further facilitate solar park investment by assuming the risk of the module manufacturer?s insolvency,? says Munich Re board member Thomas Blunck. ?Coverage of such risks makes it easier to calculate stable, secured cash flows for solar parks.?

Munich Re has sold the optional coverage to a solar park in southern Italy, financed jointly by Deutsche Bank and Rabobank, according to the release which did not name the operator.

A raft of solar manufactures have filed for insolvency in recent months, victimized by among other factors pricing pressure applied in part by low cost Chinese suppliers. Solon, Solar Millennium, SpectraWatt, Evergreen, Solyndra and others have all gone under.

For insurance companies like Munich Re, there?s an extra incentive to support renewables. Insurers face large pay outs after natural disasters like the floods and hurricanes that are on the increase amid global warming.

Munich Re believes that renewable energy like solar will cut CO2 emissions associated with fossil fuels and help mitigate man-made climate change.?It has an active presence in renewables. For instance, it?s a charter member of the Desertec Industrial Initiative, the group that aspires to furnish 15 percent of Europe?s electricity by 2050 using solar power from northern Africa and the Middle East.

For solar to remain in flight as a large scale alternative to fossil fuels, more companies like Munich Re will have to take risks beyond the nest of their normal milieu.

User-friendly health plan summaries at risk (AP)

WASHINGTON ? Consumer groups are scrambling to salvage a popular provision of President Barack Obama's health care overhaul that suddenly seems to be in question.

This time it's not Republican opposition they're worried about, but the White House itself.

At issue is a requirement that health plans provide simple, standard summaries of coverage and costs to help consumers pick benefits that are right for them ? a sort of "CliffsNotes" version of cryptic insurance company jargon.

Consumer advocates say they fear the administration may heed industry complaints that the regulation as proposed last summer is too costly, burdensome and intrusive. The rule is due to take effect this year and is undergoing final review by the White House. It would apply to all private and employer health plans, covering an estimated 180 million Americans.

"There is concern that the consumer protections we were hoping to see may not be in the final rule," said Dr. LaShawn McIver, policy director for the American Diabetes Association. "Ultimately, we are looking for a consumer-friendly product that gives people the information they need about what levels of coverage they can expect."

Her organization and four others ? the American Cancer Society, the American Heart Association, AARP and Consumers Union ? wrote Obama this week urging him not to water down the requirements.

"The information available to Americans today is wholly inadequate for consumers to choose and understand the insurance coverage options available to them," their letter said.

Simple-to-understand health plan summaries are the most popular provision of the health care law, which otherwise continues to divide the public. That's according to a poll last November by the nonpartisan Kaiser Family Foundation, which found the summaries garnered support from 84 percent of Americans compared with 37 percent who viewed the overall law favorably.

Administration officials said they can't comment on the specifics of regulations under review, but they sought to reassure the consumer groups, which were among the major backers of the health care law as it was being debated in Congress.

"Giving consumers the information they need and making the health care system more transparent is a top priority," said Erin Shields, a spokeswoman for the Health and Human Services Department. "We're confident the final rules ... will meet that goal."

A proposed template released by the department last summer included such basic details as information on premiums, deductibles and copays for doctor visits and hospitalization. Such information is now generally the norm in health plan summaries that most companies voluntarily provide their employees during annual open enrollment.

But the federal template also included so-called coverage examples of the cost of care for a typical individual for three common health conditions: normal childbirth, treating breast cancer and managing diabetes. Because all health plans would have to follow the same rules in compiling the information, it would allow consumers to directly compare insurance in ways they can't now.

America's Health Insurance Plans, a trade group representing the industry, complained that the timeline for introducing the comparisons this year is unrealistic, and the cost would be more than double what the government estimated, or $382 million for the first two years alone. That would drive up costs for employers and health plans, the industry said, at a time when many companies are struggling in a difficult economy.

Lynn Quincy, a senior policy analyst for Consumers Union, said the advocacy groups have learned that the requirement for employer plans to provide the comparisons may be delayed or weakened. Additionally, two of the coverage examples may be omitted at least initially, leaving only a comparison of maternity costs.

"We are very concerned that compared to the proposed rule that was released in August, the final rule we are expecting shortly will be weakened," she said. "That would be very bad for consumers."

The proper plan is to start mining Near Earth Asteroids for supplies. Why NEO's? They take less velocity to reach than the Moon's surface for some of them, and all of the velocity can be done with highly efficient electric thrusters. The Moon is physically closer, but distance is not what costs in space, it's velocity and fuel. Haul back surface dust and rocks from your chosen asteroid with a solar powered tug, and have the extraction equipment in Earth orbit. Why here? it's close enough to be remote controlled by humans on the ground. Depending which asteroid and it's composition you can get: metals, glass, oxygen, fuel for more mining trips, carbon, silicon for solar panels, even water in some of them. Also sheer bulk rock gives you radiation shielding.

Once you learn to extract useful stuff, and build up a supply, you use that to build a habitat, including a greenhouse using the glass for windows and carbon to feed the plants. *Then* you start sending people. Until then you send the minimum crew you can get away with, possibly zero. With people up there and their life support taken care of long term, you can start building space elevators in Earth orbit and Lunar orbit out of the carbon you extract. Not the sci-fi one at Earth that goes all the way to the ground, that takes materials we can't make yet. You can reach 30% of the way to the ground in velocity terms at Earth, and all the way on the Moon, cause it's smaller. 30% in velocity means 50% in energy for a vehicle starting from the ground. You can now build single stage to orbit vehicles easily. At the moon you don't need vehicles at all as far as propulsion, just a pressure cabin. Now you can send people all the way from Earth to the Moon at reasonable cost. You can also send habitat parts made in orbit down to the Moon, and start building up your infrastructure there.

We already know a lot about mining and manufacturing on Earth. The main thing we have to learn is how to do it remotely, and possibly in zero gee (you can always spin things if you need gravity).

Germany, France press for rapid Greek debt deal (Reuters)

PARIS/BERLIN (Reuters) ? Germany and France pressed on Monday for a rapid deal between Greece and its private creditors that cuts its soaring debt to sustainable levels and said they were committed to a sealing a new bailout for Athens by March to avert a disastrous default.

Euro zone finance ministers met in Brussels to discuss the terms of a Greek debt restructuring and new treaties that will pave the way for tighter fiscal discipline and a new rescue fund the bloc wants in place by mid-year.

Ahead of that meeting, French Finance Minister Francois Baroin said an elusive deal to convince the banks and investment funds that own Greek debt to accept deep losses on their holdings appeared to be "taking shape."

But his German counterpart Wolfgang Schaeuble warned that any deal must help Greece cut its debt mountain to "not much more than 120 percent of GDP" by the end of the decade, from roughly 160 percent today, something many economists believe will not be achieved by the existing plan.

"The negotiations will be difficult, but we want the second program for Greece to be implemented in March so that the second (bailout) tranche can be released," Schaeuble told a news conference in Paris with Baroin and the heads of the German and French central banks.

"Greece must fulfill its commitments, it is difficult and there is already a lot of delay," Schaeuble said.

After several rounds of talks, Greece and its private creditors are converging on a deal in which private bondholders would take a real loss of 65 to 70 percent on their Greek bonds, officials close to the negotiations say.

But some details of the debt restructuring, which will involve swapping existing Greek bonds for new, longer-term bonds are unresolved.

Charles Dallara, the Institute of International Finance chief who is negotiating on behalf of the private debt holders, left Athens over the weekend saying banks had no room to improve their offer.

Sources close to the talks told Reuters on Monday that the impasse centered on questions of whether the deal would return Greece's debt mountain, currently over 350 billion euros, to levels that European governments believe are sustainable.

"There will likely be an updated debt sustainability analysis that will be discussed at the Eurogroup," a banking source in Athens said, requesting anonymity. "Talks will continue this week. The aim is to have an agreement by late next Monday."

In Brussels, European Economic and Monetary Affairs Commissioner Olli Rehn said talks had been "moving well" and expressed confidence a deal could be sealed this week.

German Chancellor Angela Merkel said there was no question of extending Greece a bridging loan if talks with the private sector dragged on further.

The euro pushed up to its highest level against the dollar in nearly three weeks on hopes Greece and the banks could overcome differences and seal a successful debt swap.

LAGARDE DEMANDS

Speaking in Berlin not far from Merkel's Chancellery, IMF chief Christine Lagarde urged European governments to increase their financial firewall to prevent Greece's troubles from ensnaring bigger countries like Italy and Spain.

She also called on European leaders to complement the "fiscal compact" they agreed last month with some form of financial risk-sharing, mentioning euro zone bonds or bills, or a debt redemption fund as possible options.

Berlin opposes those steps and Merkel told a news conference with the Belgian prime minister that it was not the time to debate an increase in the euro zone's bailout funds -- the European Financial Stability Facility (EFSF) and its successor, the 500 billion euro European Stability Mechanism (ESM).

"I don't think it is right to do one new thing then do another, let's get the ESM working," Merkel said, reiterating that Germany was prepared to accelerate the flow of capital into the ESM ahead of its planned introduction in mid-2012.

Italian Prime Minister Mario Monti, who has complained openly that his reform efforts have not been recognized by the markets, is reportedly pushing for the rescue fund to be doubled to 1 trillion euros. Lagarde stopped short of advocating that, saying: "I am not saying double it."

But she did speak out in favor of folding funds from the EFSF into the ESM to give it more firepower.

The more immediate worry is Greece. Without the second bailout from the euro zone and the International Monetary Fund, Athens will not be able to pay back 14.5 billion euros in maturing bonds in March, triggering a messy default that would hurt the entire euro zone and send tremors beyond the 13-year old single currency bloc.

DETERIORATION

Euro zone leaders agreed in October that the second bailout would total 130 billion euros, if private bondholders forgave half of what Greece owes them in nominal terms.

But Greek economic prospects have deteriorated since then, which means either euro zone governments or investors will have to contribute more than thought.

A key sticking point is the coupon, or interest rate, the new Greek bonds would carry. Officials said the new bonds are likely to be 30 years in maturity and carry a progressively higher coupon, which would average out at around 4 percent.

Progress will be presented to the Eurogroup, the euro zone ministers, by Greek Finance Minister Evangelos Venizelos.

"We will listen to the Greek finance minister to hear what models there are," said Austrian Finance Minister Maria Fekter as the talks got under way. "It is important to have a long-term model so that Greece has time ... We know that the banks are not overly happy, but a crash is far more expensive than such a long-term plan."

After dealing with Greece, euro zone ministers will choose a replacement for European Central Bank Board member Jose Manuel Gonzales Paramo, whose term ends in May.

The 17 ministers of the euro zone will then be joined by 10 ministers from the other European Union countries to finalize a treaty setting up the euro zone's permanent bailout fund, the

ESM.

The 27 EU finance ministers will also prepare the final draft of another treaty to sharply tighten fiscal discipline in the euro zone, called the "fiscal compact," that is designed to ensure another sovereign debt crisis cannot happen in future.

EU leaders are to sign off on both treaties at a summit on January 30, allowing the ESM to become operational in July.

Analysis: Gingrich forces GOP into grueling debate (AP)

COLUMBIA, S.C. ? Former House Speaker Newt Gingrich took a giant step Saturday toward becoming the Republican alternative to Mitt Romney that tea partyers and social conservatives have been seeking for months.

Gingrich's come-from-behind win in the South Carolina primary snatches away the quick and easy way for the GOP to pick its presidential nominee. Only days ago, it seemed that party activists would settle for Romney, the former Massachusetts governor who stirs few passions but who has the looks, money, experience and discipline to make a solid case against President Barack Obama in November.

Now, the party cannot avoid a wrenching and perhaps lengthy nomination fight. It can cast its lot with the establishment's cool embodiment of competence, forged in corporate board rooms, or with the anger-venting champion of in-your-face conservatism and grandiose ideas.

It's soul-searching time for Republicans. It might not be pretty.

Romney still might win the nomination, of course. He carries several advantages into Florida and beyond, and party insiders still consider him the front-runner. And it's conceivable that former Pennsylvania Sen. Rick Santorum can battle back and take the anti-Romney title from Gingrich. After all, he bested Gingrich in Iowa and New Hampshire.

But Santorum's third-place finish in South Carolina will doubtlessly prompt some conservative leaders to urge him to step aside and back Gingrich, as Texas Gov. Rick Perry did Thursday.

Even if Santorum revives his campaign in Florida, the fundamental intraparty debate will be the same. Voters associate Gingrich and Santorum with social issues such as abortion, and with unyielding fealty to conservative ideals. That's in contrast to Romney's flexibility and past embraces of legalized abortion, gun control and gay rights.

Texas Rep. Ron Paul will stay in the race, but he factors only tangentially in such discussions. His fans are largely a mix of libertarians, isolationists and pacifists, many of whom will abandon the GOP nominee if it's not the Texas congressman.

Strategically, Romney maintains a big edge in money and organization. He faces a dilemma, however. Gingrich resuscitated his struggling campaign in this state with combative debate performances featuring near-contempt for Obama and the news media. Romney likely would love to choke off that supply by drastically reducing the number of debates.

Ducking Gingrich after losing to him in South Carolina would suggest panic or fear, however, and all four candidates are scheduled to debate Monday in Florida.

Gingrich is benefitting "from the inherent animosity and mistrust GOP primary voters have with mainstream media," said Republican strategist Terry Holt. "Their first instinct is to rebel, and that's what they did. The question is whether he can sustain that anger and build it into a legitimate challenge to the frontrunner."

Gingrich tried to stoke that anger with his victory speech Saturday. He referred repeatedly to "elites" in Washington and New York who don't understand or care about working-class Americans. He decried "the growing anti-religious bigotry of our elites."

Gingrich made $3.1 million in 2010, but he nonetheless is tapping middle-class resentment in ways reminiscent of Sarah Palin. "I articulate the deepest-held values in the American people," he said.

Despite their contrasting personalities, Romney and Gingrich don't differ greatly on policy. Both call for lower taxes, less regulation, ending "Obamacare" and a robust military. They promise to cut spending and increase jobs without offering many details of how they would do so in a divided nation and Congress.

Romney vs. Gingrich in some ways mirrors the Democrats' 2008 choice between Obama and Hillary Rodham Clinton, which turned mostly on questions of personality, style and biography. The Republicans' choice, however, will plumb deeper veins of emotion and ideology.

Romney appeals to Republicans who want a competent, even-tempered nominee with a track record in business and finance. His backers are willing to overlook his past support of abortion rights and his seeming tone-deafness on money matters ? even if it feeds caricatures of him as a tycoon.

Until Saturday, GOP polls had shown Romney easily ahead on the question of who would be Obama's toughest challenger. South Carolina exit polls, however, showed Gingrich with an edge among those who said it was most important that their candidate be able to beat Obama.

Romney will try to regain that advantage in Florida, which votes Jan. 31. It's not clear what strategies will work. In his concession speech Saturday, Romney said Obama has attacked free enterprise and "we cannot defeat that president with a candidate who has joined that very assault on free enterprise."

He was alluding to Gingrich's past criticisms of Romney's record running Bain Capital, a private equity firm. But Gingrich and a friendly super PAC dropped their references to Bain days ago.

Romney hinted at another approach. "Our party can't be led to victory by someone who also has never run a business and never led a state," he said. Gingrich's background didn't seem to bother South Carolina's Republicans, however.

What they've done is steer the primary contest into more emotional, and possibly dangerous, waters. They rewarded a candidate who gave voice to their resentment of the news media, federal bureaucrats and what they see as undeserving welfare recipients and a socialist-leaning president.

Two South Carolina debate moments crystalized Gingrich's rise. Both involved an open disdain for journalists, whether feigned or not.

In Myrtle Beach on Monday, the Martin Luther King holiday, Gingrich acidly told Fox News' Juan Williams that he would teach poor people how to find jobs, and that Obama has put more Americans on food stamps than any other president. Gingrich repeated the food stamp lines in his speech Saturday night.

At Thursday's debate in North Charleston, Gingrich excoriated CNN's John King for raising an ex-wife's claim that Gingrich once asked for an "open marriage," to accommodate his mistress.

Conservatives inside the hall and out seemed to love the tongue-lashing. The details of Marianne Gingrich's allegations, which Gingrich denied almost as an afterthought, seemed to matter much less to voters. That's remarkable in a state whose GOP electorate is nearly two-thirds evangelicals.

Mike McKenna, a Republican strategist, said Gingrich seems to be drawing many people, including tea party activists, who are fairly new to politics. They don't know or care much about Gingrich's legacy of leading the 1994 Republican revolution in Congress, or his subsequently lucrative career as a writer and speaker that sometimes veered from conservative orthodoxies, McKenna said.

Instead, he thinks these voters are reacting emotionally to someone they hope "can take the fight to the president, to the media, to whomever. They are not particularly concerned about what kind of president he will be."

Therein, of course, is the potential peril of a Gingrich candidacy. Along with his verbal fireworks he carries baggage that might give Democrats more to exploit than do Romney's policy flip-flops and record at Bain.

Gingrich's impressive South Carolina victory will force Republicans in Florida and other states to make a hot-or-cool choice.

They can pick the data-driven Harvard MBA grad who smoothed out the Winter Olympics and now runs a by-the-numbers nationwide campaign. Or they can pick the pugnacious firebrand who didn't manage to get his name on the Virginia primary ballot but who wows an angry electorate that can't wait to lay into Obama in debates next fall.

Egypt army pardons 1,959 detainees, prominent activist (Reuters)

CAIRO (Reuters) ? Egypt's military ruler has pardoned 1,959 people convicted by military courts in the year since President Hosni Mubarak's ouster, including activist Michael Nabil whose hunger strike had brought him close to death.

The state Al Nil television channel said the convicts had been pardoned by Hussein Tantawi, head of the military council that has ruled Egypt since Mubarak's removal in February 2011 in the midst of the Arab Spring protests that swept the region.

The pardon comes just four days before the first anniversary of the 18-day Egyptian uprising which began on January 25, though it was not clear if any of the detainees had yet been released.

Nabil, jailed by a military court for defaming the army, had his prison term reduced to two years from three in December following criticism from international human rights groups.

The 25-year-old was arrested in March and began a hunger strike to protest against his conviction for posting remarks saying the army had tried to quell the uprising against Mubarak.

The generals now ruling Egypt say the army took no part in a police crackdown on protesters and have pledged to hand over to civilian rule by June.

Activists say Nabil's case highlights the Egyptian army's heavy-handed approach to dissenters who criticize its top generals for using tactics reminiscent of Mubarak's regime.

"We can only say the revolution has succeeded when they release all activists, besides Michael, who are still being held in military courts and retry all civilians who have been prosecuted by courts they shouldn't have been prosecuted by," Nabil's brother Mark told Reuters.

No To Military Trials, a pressure group set up after the uprising, says at least 12,000 cases have come before the military courts since February. The group says sentences are often handed out swiftly behind closed doors and without proper legal representation.

It is not clear exactly how many activists and protesters convicted by military courts in the past year remain in jail.

The pardon comes as youth groups plan to hold major demonstrations to mark the anniversary of a revolt they say will not be complete until the generals hand power to civilians.

"The family has only received word of the decree but Michael is still in custody and they are waiting to hear of his movements," Mark Nabil said.

"The revolution must continue as long as any civilian is still being held unjustly in a military prison."

Glass installation is underway on the Aura at College Park Condo and retail project on Yonge Street in Toronto, Ont.

Reliance Construction Toronto Inc. is construction manager of the 75-storey tower with a three-level podium and over 900 units. The project will include retail, a cyber lounge, party room, billiards and guest suites with completion scheduled for 2013.

Researchers identify potential new therapy approach for hepatitis C

Researchers at the University of British Columbia have found a new way to block infection from the hepatitis C virus (HCV) in the liver that could lead to new therapies for those affected by this and other infectious diseases.

More than 170 million people worldwide suffer from hepatitis C, the disease caused by chronic HCV infection. The disease affects the liver and is one of the leading causes of liver cancer and liver transplant around the world. HCV is spread by blood-to-blood contact and there is no vaccine to prevent it. Current treatments for the disease are only moderately effective and can cause serious side effects.

"As HCV infects a person, it needs fat droplets in the liver to form new virus particles," says Fran?ois Jean, Associate Professor in the Department of Microbiology and Immunology and Scientific Director of the Facility for Infectious Disease and Epidemic Research (FINDER) at UBC. "In the process, it causes fat to accumulate in the liver and ultimately leads to chronic dysfunction of the organ."

"HCV is constantly mutating, which makes it difficult to develop antiviral therapies that target the virus itself," says Jean. "So we decided to take a new approach."

Jean and his team developed an inhibitor that decreases the size of host fat droplets in liver cells and stops HCV from "taking residence," multiplying and infecting other cells.

"Our approach would essentially block the lifecycle of the virus so that it cannot spread and cause further damage to the liver," says Jean. The team's method is detailed in the journal PLoS Pathogens.

According to Jean, HCV is one of a number of viruses that require fat to replicate in the human body. This new approach to curbing the replication of HCV could translate into similar therapies for other related re-emerging viruses that can cause serious and life threatening infections in humans, such as dengue virus. Dengue is endemic in more than 100 countries, with approximately 2.5 billion people at risk of infection globally. In some countries, Dengue has become the leading cause of child mortality.

House rejects debt limit hike in protest vote (Reuters)

WASHINGTON (Reuters) ? The House of Representatives rejected a $1.2 trillion increase in the federal debt limit on Wednesday in a largely symbolic vote that allowed Republicans to stake out election-year positions to bash President Barack Obama's spending record.

The Republican-controlled House voted 239 to 176 along party lines in favor of a "resolution of disapproval" against the increase sought by Obama, a Democrat, but the winning tally fell far short of the two-thirds majority needed to override a presidential veto.

The Republican effort to deny the debt limit hike - seen by Democrats as political posturing - is expected to die in the Senate, which reconvenes in Washington next week. But should it pass, Obama is poised to veto it.

The vote was also largely an academic exercise, for Congress gave Obama the authority to increase the debt limit last August as part of a deal to end a rancorous budget battle that brought the United States to the brink of default and cost it its coveted top-tier credit rating from Standard & Poor's.

Republican lawmakers used Wednesday's vote to go on record as opposing more spending increases and to cast Obama as the architect of a massive spending binge. Exploiting voter worries over the ballooning federal debt, now over $15 trillion, is a central theme of Republicans' election campaign strategy.

SPENDING MORAL HIGH GROUND

During several hours of debate, a procession of Republican lawmakers railed against spending they said was ruining the U.S. economy.

"This president, I believe thinks that government has the answers and he wants to give the bureaucrats a blank check to move forward and spend this country into oblivion," said Ann Marie Buerkle, a freshman Republican from upstate New York.

Republican presidential candidate Ron Paul even left a contentious primary race in South Carolina to come back to Washington to vote against the higher borrowing cap.

"We ought to face up to the reality and live within our limits," Paul, a Texas congressman, said on the House floor.

Democrats countered that Republicans were mounting a political "charade" that could again put investors' faith in U.S. Treasury debt at risk.

"If the Unites States of America were to renege on the full faith and credit of its obligations, it would be a disaster on the international economy, but that is the course of action being advocated by our Republican colleagues today," said Chris Van Hollen, the top Democrat on the House Budget Committee.

Other Democrats pointed out that 174 Republicans voted in favor of the budget deal last year that authorized $2.1 trillion in new borrowing capacity in three stages. Yet there were 233 Republican votes against the final $1.2 trillion portion of this and only one in favor of it.

The increase would push the U.S. debt ceiling to $16.394 trillion. The U.S. Treasury essentially reached the prior limit at the end of December, but has been using special accounting maneuvers to delay the increase to allow for the vote.

In each of Obama's three years in office, the government has run up record deficits in the $1.3 trillion-plus range.

The White House argues that Obama inherited a deficit on track to exceed $1 trillion, and was forced to spend hundreds of billions of dollars to stimulate the economy to prevent the worst recession since the 1930s from becoming another Great Depression.

Obama is expected next month to try to use his 2013 budget plan to turn the tables on Republicans and cast himself as working against an obstructionist Congress to tackle deficits by reviving his proposals to slash deficits by $4 trillion.

Those plans, which were stopped in their tracks when deficit reduction talks collapsed last year, relied partly on tax hikes for the wealthy, an idea that Republicans have staunchly opposed.
