6 cities where home prices are falling sharply

Although there have been some recent encouraging signs that the housing industry is getting back on its feet, home prices are still falling in virtually all the nation's big metro areas, according to data released Tuesday.

The latest S&P Case-Shiller home price index shows home prices fell in 19?of the nation's 20 biggest cities in December, compared with a year earlier. Only Detroit -- one of the cities hardest hit by the economic downturn --?bucked the trend, with prices up a scant 0.5 percent from December 2010.

And that was little reason for cheering. Home prices fell 3.8 percent in Detroit from November to December -- the biggest one-month drop of any city in the index. Detroit home prices also have suffered the biggest drop of any city since January 2000, according to the index.

"In terms of prices, the housing market ended 2011 on a very disappointing note," said David?Blitzer, chairman of the Standard and Poor's?index committee.?"While we thought we saw some signs of stabilization in the middle of 2011, it appears that neither the economy nor consumer confidence was strong enough to move the market in a positive direction as the year ended."

Here are the cities where prices have fallen the farthest over the past year, based on the index:

  • Atlanta, -12.8%
  • Las Vegas, -8.8%
  • Chicago, -6.5%
  • Seattle, -5.6%
  • San Francisco, -5.4%
  • San Diego, -5.4%

The index also measures each metro area compared with price levels in January 2000. On that basis, Detroit, Atlanta, Las Vegas and Cleveland have been hardest hit. All have prices that are typically below where they were 12 years ago.

Washington, D.C., New York and and Los Angeles are the metro areas where home prices have had the best performance over the past 12 years. In all three cases prices are up at least 60 percent from the index year.

"After a prior three years of accelerated decline, the past two years has been a story of a housing market that is bottoming out but has not yet stabilized," Blitzer said in the release.

The S&P Case Shiller report is a widely respected measure of metropolitan home prices based on "matched price pairs" of individual homes in each metro area.

Athens, Ga. Heat-related deaths among football players across the country tripled to nearly three per year between 1994 and 2009 after averaging about one per year the previous 15 years, according to an analysis of weather conditions and high school and college sports data conducted by University of Georgia researchers.

The scientists built a detailed database that included the temperature, humidity and time of day, as well as the height, weight and position for 58 football players who died during practice sessions from overheating, or hyperthermia. The study, published recently in the International Journal of Biometeorology, found that for the eastern U.S., where most deaths occurred, morning heat index values were consistently higher in the latter half of the 30-year study period. Overall, Georgia led the nation in deaths with six fatalities.

"In general, on days the deaths occurred, the temperature was hotter and the air more humid than normal local conditions," said climatologist Andrew Grundstein, senior author of the study and associate professor of geography in the UGA Franklin College of Arts and Sciences.

More than half of the players fell ill on days when practice ended before noon. The majority of the deaths occurred in August, when most high school and college football coaches ramp up preseason training. The American College of Sports Medicine provides guidelines for the intensity of all sports practices based on a measurement called the wet bulb globe temperature, or WBGT.

The WBGT reading is calculated using the familiar dry bulb thermometer usually found in homes, a wet bulb thermometer wrapped in damp cotton and, finally, a dry bulb thermometer encased in a black globe or globe thermometer. Each instrument provides, respectively, a measure of the air temperature, the ability of evaporation to cool the player, and the amount of solar radiation absorbed by a surface or, in this case, the player's exposed skin.

The National Weather Service provides a measurement called the heat index that attempts to convey true ambient temperature. The weakness of that measurement, Grundstein explained, is that it does not account for sun exposure or a person's involvement in athletic activity.

Neither method of measuring temperature accounts for the protective pads and helmets football players wear during practice.

"We all want a single magic number to indicate the heat threshold," Grundstein said. "But so many factors contribute to heat stress that it's impossible to draw the line at a single temperature."

Grundstein cautioned against assigning complete blame for the deaths on warmer temperatures and increasing humidity. He found that football players have also grown larger since 1980. Linemen, who tend to have a higher body mass index than other players, seem especially susceptible to hyperthermia. In Grundstein's sample, 86 percent of those who died were linemen. The increase in deaths also could be explained by an overall increase in weight and BMI in the past 15 years.

Even though specialized tools such as the wet bulb global thermometer are available, not all football coaches decide to use them. In addition to knowing the true temperature outdoors, another approach to avoiding heat illnesses is to make sure players are slowly introduced to an intense workout regime after a summer probably spent inside air-conditioned environments. It is also important to have trained staff watching for signs of heat illness and to have an emergency management plan in place, he said.

Grundstein is currently working with Mike Ferrara, professor of kinesiology in the UGA College of Education, to study heat-related injuries in Georgia high school football players. Deaths from hyperthermia, Grundstein said, are highly avoidable.

Report: BP ready for lengthy oil spill trial

BP chief executive Bob Dudley said the company is able to fight a lengthy court battle over the 2010 oil spill in the Gulf of Mexico.

Dudley, who took control of BP in October 2012 after former chief executive Tony Hayward resigned amid criticism over the way he had handled the oil spill, told Sunday Telegraph newspaper that BP can continue to function even if the court case that begins in New Orleans Monday continues for years.

"We have to remember we are a business that invests in decade-long cycles," he said in an interview published Sunday. "For the vast majority of people now at BP, the company is back on its feet and it is starting to move forward," he said.

BP has set aside $40 billion to deal with fines and associated costs of the April 20, 2010, blowout of BP's deepwater Macondo well which killed 11 workers and injured 17. The burning drilling rig Deepwater Horizon toppled and sank to the Gulf floor, where it sits today.

It took engineers 85 days to permanently cap the well. By then, more than 200 million gallons of oil leaked from the well and had covered much of the northern half of the Gulf of Mexico - endangering fisheries, killing marine life and shutting down offshore oil drilling operations.

President Barack Obama called the BP spill "the worst environmental disaster the nation has ever faced."

Dudley said BP had improved safety standards on its rigs, five of which are working again in the Gulf of Mexico, and that the company was still committed to deepwater drilling.

"We had a choice whether or not to back away from the offshore industry and the deep water industry but we have a lot of great strengths in this area and so, rather than move away, we have gone in with even more commitment, more time and more people, more expertise," he said.

McQuaid acknowledges more to be done for ... - Cycling Weekly

Union Cycliste Internationale (UCI) president Pat McQuaid has presented a speech at the World Conference on Women and Sport in Los Angeles, USA, this week dealing with the issue of gender equality within cycle sport.

During the speech, McQuaid outlined the advances made by the UCI in creating and integrating women's events into professional cycling - but said that there was still a lot more work to be done in preventing the prejudice and discrimination of women.

"Women are challenged by many barriers based on prejudice - not only within a political, economic and social framework but equally within the local, national and international sports environment," said McQuaid during his speech entitled 'Equal opportunities: How to make it happen'.

"This is particularly true for endurance sports which have at times in history, including in modern history, been considered too difficult or even harmful for women," he continued.

"The heritage of these stereotypes has been damaging to the advancement of women and it has deeply affected decades of coverage by sport media, decisions of sport organizations, access to education and the participation of girls and women in recreational and competitive sport."

Last year, British professional cyclist Emma Pooley openly attacked 'sexism' in cycling, saying that the UCI had been "extremely backward" in addressing the issue.

In January, Australian professional Chloe Hosking was forced to apologise to McQuaid after calling him "a dick" for saying that there should be no minimum wage for female cyclists, as there is for male riders.

In his speech, McQuaid outlined the work that the UCI has undertaken in recent decades to strengthen the position of women in cycle sport.

He cited the addition of women's cycling events to the Olympic Games, culminating in the decision to create equal numbers of cycling events for men and women at the 2012 Games in London, as an example of the advances made to eliminate discrimination.

"Female athletes from a large number of nations have now won Olympic medals in cycling disciplines which means that Olympic role models have been created for girls and women across the globe and the number of role models can be expected to grow significantly in 2012 given that there will be more women's cycling medals up for grabs in London," said McQuaid.?

Despite this - and although the Olympic disciplines themselves are equal - the London 2012 road race test event last August only featured a men's race.

McQuaid quoted that the number of elite women cyclists has increased 153 per cent since the inception of the UCI Women's World Cup road race series in 1997. He also said that television interest in the womens World Cup has grown across Europe, Asia and Australasia.

Working conditions for women professional cyclists were also dealt with, with McQuaid citing the introduction of the scrutiny of women's teams to ensure they adhere to UCI criteria for financial guarantees.

More introspectively, McQuaid stated that the UCI has committed to an internal equal opportunities policy, with 49 per cent of current employees being female.

Rather than resting on its laurels, McQuaid admitted that "much work remains to be done and the UCI is committed to creating better visibility for women and to providing the best possible conditions for the development of women's cycling."?

"To quote a thinker who has had no small affect on changing the world: Albert Einstein who put it quite simply when he said 'Life is like riding a bicycle. To keep your balance you must keep moving'

"Even if riding a bicycle is somewhat easier than moving forward with change, let us keep up the momentum so that we get our balance right."

The series of blasts in Bangkok wounded four Thai civilians and blew off the leg of an Iranian who had fled a house carrying what looked like grenades after a cache of explosives ignited there, apparently by mistake.

When police searched the Iranians' home, the bomb squad found and defused two explosives, each made of three or four pounds of C-4 explosives inside a pair of radios, and National Police Chief Gen. Prewpan Damapong said the bombs were "magnetic" and could be stuck on vehicles.

The wounded Iranian was in police custody at a Bangkok hospital and immigration police detained a second Iranian as he tried to board a flight for Malaysia. Security forces hunted for a third Iranian suspect.

Israel's Channel 10 TV quoted unidentified Thai authorities as saying the captured Iranians confessed to targeting Israeli interests. The site of the blast is just a few miles from the Israeli Embassy.

There was no comment from Iranian officials in Tehran on Tuesday's series of explosions in Thailand.

Thai government spokeswoman Thitima Chaisaeng said "we need more analysis" to determine who was behind the attack and whether Iran was involved. She refused to comment on what the Iranians might have been planning or whether targets had been identified.

There seemed to be no doubt in the minds of Israeli officials, who blamed Iran and its Lebanese ally, Hezbollah.

"The attempted terrorist attack in Bangkok proves once again that Iran and its proxies continue to perpetrate terror," Defense Minister Ehud Barak said in Singapore. "The recent terror attacks are yet another example of this."

Iran and Hezbollah are "unrelenting terror elements endangering the stability of the region and endangering the stability of the world," added Barak, who was in Bangkok on Sunday, according to Israel's Defense Ministry.

Added Israeli Public Security Minister Yitzhak Aharonovitch, in an interview with Israel Radio: "We know who carried out the terror attacks, we know who sent them, and Israel will settle the score with them."

On Monday, Prime Minister Benjamin Netanyahu said Israel had thwarted attacks in recent months in Azerbaijan, Thailand and unspecified other countries. He blamed Iran and Hezbollah, both of which have deep grievances against the Jewish state.

Hezbollah battled Israel in the summer of 2006, and on Sunday, the Lebanese guerrilla group marked the anniversary of the 2008 assassination of one of its commanders, Imad Mughniyeh, in a bombing widely believed to have been carried out by Israel.

In Israel, police spokesman Micky Rosenfeld said security was heightened at public places, foreign embassies and offices, as well as Ben-Gurion International Airport. He said patrols have been stepped up and police were instructed to be especially vigilant.

The first blast in Bangkok ripped off part of the roof of an explosives-filled house where the three Iranians were staying, police said.

Surveillance video from just after that blast showed separate images of each of the three suspects walking down the middle of a residential street.

One man ? identified by police as Saeid Moradi ? could be seen wearing a baseball cap and a dark jacket. He carried a large backpack over one shoulder and what appeared to be two portable transistor radios ? one in each hand.

"He tried to wave down a taxi ... and the driver refused to take him," Police Gen. Pansiri Prapawat said. Moradi responded by hurling an explosive device ? possibly a grenade ? that partially destroyed the taxi and wounded its driver.

Police then tried to apprehend Moradi on a nearby street. He hurled a grenade at them, "but somehow it bounced back" and blew off his leg, Pansiri said.

Photos of Moradi showed him lying on a sidewalk strewn with broken glass in front of a primary and secondary school. Hospital officials said his right leg was sheared off below the knee, while his left leg was severely mangled.

Police said a second Iranian, Mohummad Hazaei, was detained at Bangkok's international airport; he had been seen in the closed-circuit TV video also carrying a large backpack. He wore sunglasses, a T-shirt, pants and tennis shoes.

The third Iranian, dressed in camouflage shorts, carried nothing.

Three Thai men and one Thai woman were wounded and treated at a hospital, said Dr. Suwinai Busarakamwong.

Authorities are trying to trace Moradi's movements. Initial reports indicated he arrived in Thailand from Seoul, South Korea on Feb. 8, Pansiri said, landing at the southern resort of Phuket, and staying several nights in a hotel in Chonburi, a couple hours drive southeast of Bangkok.

A bomb disposal unit checked a dark backpack near the spot where Moradi fell and police found Iranian currency, U.S. dollars and Thai money, Pansiri said.

Prime Minister Yingluck Shinawatra called on people "not to panic" and said the situation was under control.

The U.S. condemned the blasts. State Department spokeswoman Victoria Nuland didn't blame Iran directly, but noted Monday's incidents in India and Georgia, and recent "Iranian-sponsored" and "Hezbollah-linked" plots to attack Israeli and Western interests in Azerbaijan and Thailand.

Will Hartley, head of the Terrorism & Insurgency Center at IHS Jane's in London, said it's "unclear why Iran would risk an attack on Israeli interests in India, when India has been broadly supportive of Iran during the recent nuclear sanctions debate, and is one of Iran's most important trade partners."

"The attacks in India, Georgia and now Thailand have all been highly amateurish," he added. "And lack the sophistication that would normally be expected from an operation executed by either Hezbollah or Iran's own external operations wing, the Quds Force."

Defense Secretary Leon Panetta told the Senate Armed Services Committee on Tuesday that the U.S. has common cause with Israel and the international community to ensure that Iran does not develop a nuclear weapon. He said the U.S. and other nations have taken strong steps with sanctions and stressed the importance of keeping the international community together.

But Panetta said he doesn't think Israel has made a decision to launch a military strike on Iran to thwart its nuclear ambitions.

Last month in Thailand, a Lebanese-Swedish man with alleged links to pro-Iranian Hezbollah militants was detained by Thai police. He led authorities to a warehouse filled with more than 8,800 pounds (4,000 kilograms) of urea fertilizer and several gallons of liquid ammonium nitrate.

Israel and the United States at the time warned their citizens to be alert in the capital, but Thai authorities said Thailand appeared to have been a staging ground but not the target of any attack.

Pansiri, the senior Thai police officer, said that "so far, we haven't found any links between these two cases."

Thailand has rarely been a target for international terrorists, but its main airport is a major hub for Asian air travel and its government ? heavily reliant on tourism ? is tolerant of foreigners and is often accused of corruption and graft.

Since 2004, it has faced domestic Muslim insurgency, but violence has traditionally been limited to the country's three southernmost provinces.

In New Delhi, Indian investigators were scanning closed-circuit TV video in their search for the motorcyclist who stuck the bomb to the Israeli Embassy car that injured four people, including a diplomat's wife. She was in critical but stable condition.

Indian Home Minister Palaniappan Chidambaram said it appeared to be a terrorist attack carried out by a "very well-trained person."

Israeli media reported that Mossad teams are in Bangkok and New Delhi to investigate the explosions.

Retirement ends Ohio family's long-running service

ScienceDaily (Feb. 11, 2012) ? Just as graphite can transform into diamond under high pressure, liquid magmas may similarly undergo major transformations at the pressures and temperatures that exist deep inside Earth-like planets.

Using high-powered lasers, scientists at Lawrence Livermore National Laboratory and collaborators discovered that molten magnesium silicate undergoes a phase change in the liquid state, abruptly transforming to a more dense liquid with increasing pressure. The research provides insight into planet formation.

"Phase changes between different types of melts have not been taken into account in planetary evolution models," said lead scientist Dylan Spaulding, a University of California, Berkeley graduate student who conducted most of his thesis work at the Laboratory's Jupiter Laser Facility. "But they could have played an important role during Earth's formation and may indicate that extra-solar 'Super-Earth' planets are structured differently from Earth."

Melts play a key role in planetary evolution. The team said that pressure-induced liquid-liquid phase separation in silicate magmas may represent an important mechanism for global-scale chemical differentiation and also may influence the thermal transport and convective processes that govern the formation of a mantle and core early in planetary history. Liquid-liquid phase separation is similar to the difference between oil and vinegar -- they want to separate because they have different densities. In the new research, however, the researchers noticed a sudden change between liquid states of silicate magma that displayed different physical properties even though they both have the same composition when high pressure and temperatures were applied.

The team used LLNL's Janus laser and OMEGA at the University of Rochester to conduct the experiments to achieve the extreme temperatures and pressures that exist in the interiors of exoplanets -- those objects outside our solar system.

In each experiment, a powerful laser pulse generated a shock wave while it traveled through the sample. By looking for changes in the velocity of the shock and the temperature of the sample, the team was able to identify discontinuities that signaled a phase change in the material.

"In this case, the decay in shock-velocity and thermal emission both reverse themselves during the same brief time interval," Spaulding said.

The team concluded that a liquid-liquid phase transition in a silicate composition similar to what would be found in terrestrial planetary mantles could help explain the thermal-chemical evolution of exoplanet interiors.

The research appears in the Feb. 10 edition of the journal, Physical Review Letters.

Other LLNL authors include Jon Eggert, Peter Celliers, Damien Hicks, Gilbert Collins and Ray Smith. Other collaborators include UC Berkeley, the Carnegie Institution of Washington and Howard University.

The work was funded by the National Nuclear Security Administration, the National Science Foundation and the University of California.

When it comes to churning out?young workers with?college degrees in math and science, the United States lags well behind other advanced democracies, ranking just behind Turkey and Spain, according to a new analysis.

The Organization for Economic Co-operation and Development?analyzed education rates in its member countries and found that the U.S. is below average in?the relative number of?25- to 34-year-old workers who have a degree in so-called STEM fields such as science, engineering, computing and statistics.

That?s a potential problem because research has shown that innovation in any economy depends on how many?workers?have such degrees, said Ronald Ehrenberg, director of the Cornell Higher Education Research Institute.

?It is something that we should be concerned about,? Ehrenberg said

There are about 1,472 math and science grads for every 100,000 employed 25- to 34-year-olds in the United States, according to the data. The compares to more than 3,555 in Korea, which leads the chart, according to the OECD figures based on 2009 data.

The United States falls between Spain and Iceland on the chart, and is noticeably lower than the OECD average. The?figures do not reflect how many people with STEM degrees?are actually employed in their field or using the skills they learned.

Ehrenberg said many colleges and universities have tried to?recruit faculty?from more diverse backgrounds and?to develop?more family-friendly policies to retain?women and non-traditional students in the fields.

?I think role models do matter,? Ehrenberg said.

For now, at least, Carnevale said many companies are simply poaching talented young science and math graduates from other countries. But as those countries ramp up their own businesses, that may be tougher to do.

Still, he said it also may be hard to fight the biases that have come to value lucrative non-scientific fields such as?finance and law.

?A labor market is a social institution as well as an economic one,? he said.

Risk of Death From Certain Breast Cancers May Rise With Age ...

TUESDAY, Feb. 7 (HealthDay News) -- The risk of dying from a hormone receptor-positive breast cancer increases with age, according to new research. And one reason might be that older women with breast cancer are undertreated compared to their younger peers.

For women between the ages of 65 and 74, the risk of dying from breast cancer was 25 percent higher than for women under 65. For those 75 and older, the risk of death was 63 percent higher than for women under 65, according to the new study.

"This study showed that among postmenopausal, non-metastatic, breast cancer patients, elderly patients have a higher risk of dying from breast cancer than younger patients," said study author Dr. Cornelis van de Velde, a professor of surgery at Leiden University Medical Center in the Netherlands and president of the European Cancer Organization.

Results of the study are published in the Feb. 8 issue of the Journal of the American Medical Association.

Breast cancer affects about 226,000 American women every year, according to the American Cancer Society. Worldwide, there were nearly 1.4 million new cases in 2008, according to background information in the study.

Breast cancer tumors can be either hormone receptor-negative or positive. If a tumor is hormone receptor-positive, that means that the tumor's growth is fueled by hormones, such as estrogen, progesterone or both. Certain treatments specifically target hormone receptor-positive cancers.

In the current study, researchers reviewed data from a previous trial of treatments designed for hormone receptor-positive breast cancers. The nearly 10,000 women included were randomly assigned to receive one of two drugs, exemestane (Aromasin) or tamoxifen (Nolvadex), for 2.5 to 3 years, and then all received Aromasin for an additional 2 to 2.5 years. The women were from nine different countries, and all had hormone receptor-positive breast cancer.

There were more than 5,300 women under age 65 in the study; over 3,000 women between the ages of 65 and 74; and just over 1,350 women above the age of 75.

Not unexpectedly, the overall risk of death from any cause was higher for older women. As women aged, the proportion of all-cause deaths attributed to breast cancer became smaller.

However, when the researchers looked at breast cancer-specific deaths, they found that older women were significantly more likely to die from breast cancer than younger women. The investigators also found that for every 10-year increase in age, the risk of death from breast cancer went up by 20 percent.

Van de Velde said the current study can't answer the reason why older women have a higher risk of death from breast cancer, but that "the most plausible explanation is that elderly patients may experience undertreatment."

Len Lichtenfeld, deputy chief medical officer at the American Cancer Society, commented on the findings.

"There has been an assumption that older women may have a more indolent course of breast cancer, and that there was more of a risk of overtreating older women," Lichtenfeld said. "This study suggests that the course of the disease isn't so indolent, and that breast cancer still plays a significant and increasing role in the risk of death in older women."

Lichtenfeld said that while the reasons aren't clear from this study, undertreatment is a possibility. He said there may be a concern about how well older women might handle the side effects of cancer treatments. It's also possible that there's something different in the breast cancer itself that may make it more aggressive, or breast cancers in older women may not respond as well to the available treatments.

Lichtenfeld also noted that other medications older women take could potentially interact with cancer treatments.

The study found that older women tended to have larger tumors at the time of diagnosis, which also could have affected their outcome. But, it wasn't clear if older women had larger tumors when diagnosed because of a lack of screening, or again, if it had something to do with the type of breast cancer they had.

"These data underline the need for age-specific breast cancer studies in order to improve breast cancer outcomes in all ages," van de Velde said.

Funding for the current study was provided by the Dutch Cancer Society. The initial trial received an education grant from Pfizer, the company that manufactures Aromasin.

WASHINGTON (AP) -- Scientists for the Food and Drug Administration say an Amgen drug slowed the spread of cancer to the bone in men with hard-to-treat prostate cancer, though the drug failed to extend life and carried significant side effects.

The Food and Drug Administration will ask a panel of outside experts on Wednesday whether the benefits of Amgen's Xgeva outweigh its risks, which included bone disease in about 5 percent of patients taking the drug.

Xgeva is already approved for preventing fractures in cancerous bones, and for osteoporosis, in a different formulation called Prolia.

Now Amgen has asked the FDA to approve its injectable drug for men with recurring prostate cancer that is at high risk of spreading to the bone. Men must have also attempted and failed treatment with hormone therapy.
